Detroit Police and Detroit Animal Care on Feb. 1 around 4:45 p.m. responded to a report about two neglected dogs in the 3400 block of Garland on Detroit's east side.

Authorities found two emaciated dogs, one of which had died.

The surviving dog was taken to Advanced Animal Emergency Hospital for treatment.

Draughan faces two counts of animals — killing/torturing — second degree; one count of felon in possession of a firearm; one count of felony firearm; one count of animals — abandoning cruelty to one animal resulting in the animal’s death; and one count of animals — abandoning cruelty to one animal.

He was arraigned Thursday morning in Detroit 36th District Court before Magistrate Delphia Burton, who set a $20,000 personal bond. A preliminary examination is set for March 19.
